Schedule Order Program ends in Warning - Lines Failed (Doc ID 3034946.1)

Symptoms

When checking the Schedule Order Program it ends with warning and its not progressing the Order even though there is no hold at line / header Level
User has to  manually Progress order at line level.

This is not happening to a specific order , Its happening on ad hoc basis
The order having no hold and still lines were not Progressing its in Book status

EXPECTATION

The Line Should be Awaited Shipping and it should be auto progress

The issue can be reproduced at will with the following steps:

1. Responsibility: Order Management Super User
2. Navigate: Scheduling > Schedule Orders concurrent program
