Business Event APPS:oracle.apps.ar.hz.PartySite.update is Not Triggering Correctly For IDENTIFYING_ADDRESS_FLAG Updation

Symptoms
Business event APPS:oracle.apps.ar.hz.PartySite.update triggered only once when updating the IDENTIFYING_ADDRESS_FLAG from one site to another instead of twice. As per functionality, updating the IDENTIFYING_ADDRESS_FLAG from one site to another 2 records will be updated in table hz_party_sites. So business events should trigger twice.
STEPS TO REPRODUCE ----------------------- The issue can be reproduced at will with the following steps: 1. Log in Customer Online Superuser 2. Dashboard > Query for Customer > Addressess 3. Update the site by checking the Identifying check box 4. Save 5. Party site update Business event is triggered only once instead of twice
