Symptoms

ACTUAL BEHAVIOR
---------------
Using WEBADI, after upgrade to 12.2.12 (from 12.2.10), when using a custom layout that has multiple header

blocks, the downloaded document displays the Header blocks vertically one after the other instead instead of side by side.

EXPECTED BEHAVIOR
-----------------------
Expect the blocks to be horizontally aligned as was the case in 12.2.10

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a layout with multiple header blocks
2. Download a new webadi document
3. Notice the misaligned blocks
