iProcurement Purchase Requisitions Are Auto-Approved Even Though The Requester Supervisor Is Terminated (Doc ID 3036625.1)

Symptoms

In iProcurement, the Requester can still self approve Purchase Requisition(PR) when the requester supervisor is terminated in the Oracle Human Resource Management System(HRMS).
It is expected that Requester should not be able to self approve the requisition.


The issue can be reproduced at will with the following steps:

1. Login to iProcurement Responsibility
2. Navigation: Shop -> Non-Catalog Request
3. Create PR and submit it for approval 
4. When the PR is created it is not showing the approval workflow
5. The PR is getting auto approved when it is submitted
