IGT Req That Has Been Returned And Reapproved REQS_IN_POOL_FLAG Is NULL And Cannot Be Pulled. (Doc ID 3037490.1)

Symptoms

Intragovernmental Transactions (IGT) Requisition (Req) that has been Returned and Reapproved REQS_IN_POOL_FLAG is NULL and cannot be pulled.

Two specific Requisitions are not available in the IGT Requisitions form to create an Order. Both requisitions were returned and reapproved after the associated Order was deleted. It appears when a Return is done on a requisition, the REQS_IN_POOL_FLAG is removed.  Then after the requisition is updated and approved the flag doesn't get set back to 'Y'.

The issue can be reproduced at will with the following steps:
1. Using Purchasing/G-Invoicing responsibility, AutoCreate an IGT Order from an IGT Requisition
2. Delete the IGT Order
3. Requisition appears on the IGT Requisition form again
4. Return the Requisition on the IGT Requisitions form
5. Update Requisition
6. Approve Requisition
7. Review the data and see that the REQS_IN_POOL_FLAG is no longer set
