Concurrent Program: Archive and Purge Process, Completes With Message: No Eligible Primary Table Records Found For The Given Criteria (Doc ID 3037807.1)

Program Name: SYPRGENG: Archive and Purge Process
This process completes with the following message for the Purge Type = PROD, regardless of the criteria:

Log messages:
Total Eligible Primary Table records selected based on the Criteria : 0
No Eligible Primary Table records found for the given criteria. Please review the Criteria and resubmit.


The issue can be reproduced at will with the following steps:
1. Try to submit the following concurrent program:
SYPRGENG: Archive and Purge Process

2. Parameters:
  a. Purge type = PROD
  b. Click on the LOV for the Organization parameter.
      Not all the organizations listed in the LOV. So customer left this parameter blank.
      The process completes without error when the Organization parameter is entered manually without using the LOV selection.
