R12:AP:Payables Open Interface Import Rejects With False Error Messages (Doc ID 3037995.1)

Symptoms


When attempting to import AP Invoices via open interface table,
the following error appears in interface rejections.

Error appeared after the application of Patch 35882815:R12.FND.C.

ERROR
-----------------------

ZX_TAX_RATE_NOT_E This Tax Rate is not valid on the transaction date.
ZX_TAX_RATE_NOT_A This Tax Rate is not active


The issue can be reproduced at will with the following steps:
1. Upload the data in the interface tables via some custom procedure that reads data from the external source and inserts it into the AP open interface tables
2. From Payables Responsibility, Run Payables Open Interface Import Report
3. Some invoices get imported while other error out. But the same records get imported successfully in subsequent run.
