Symptoms

Unable to close Payables Period because Accounting Entries are not Transferred to the General Ledger

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Run Transfer Journal Entries to GL
2. Try to close Payables period - unable to do so
3. Run Period Close Exception Report -- Summary: Accounting Entries not Transferred to the General Ledger
