R12: AP: ZX: When Validating Retainage Release Invoice Tax Errors With "APP-SQLAP-97731: The system cannot generate distributions because tax calculation failed due to the following error: An unexpected error occurred." (Doc ID 3038128.1)

Symptoms

While trying to validate a Retainage Release invoice, the following error occurs:

APP-SQLAP-97731: The system cannot generate distributions because tax calculation failed due to the following error:
An unexpected error occurred.
Please contact your system administrator.


The issue can be reproduced at will with the following steps:

  1. Go to Payables Manager responsibility.
  2. Navigate to Invoices > Entry > Invoices.
  3. Query Retainage Release invoice.
  4. Click on Actions > Validate button.
  5. The above error happens.

 The FND Debug Log will show below error:
