Symptoms

While upgrading from EBS 12.2.4 environment to 12.2.13,
'PAPPRUPG.sql' is taking longer time while applying the <Patch 34776655> - ORACLE E-BUSINESS SUITE 12.2.13 RELEASE UPDATE PACK.
 

The issue can be reproduced at will with the following steps:

1. While applying the <Patch 34776655> - ORACLE E-BUSINESS SUITE 12.2.13 RELEASE UPDATE PACK
2. Verify if the PAPPRUPG.sql is taking longer time to run.
