EBS Concurrent Requests Delaying In Pending Standby Before Running (Doc ID 3041287.1)

Symptoms

When an E-Business Suite (EBS) concurrent request is submitted, the request spends several minutes in a phase / status of Pending / Standby before running.
The program may take less than a minutes to start and complete; whereas, the entire request takes over four minutes to execute.

Changes

Prior to this behavior we implemented a kernel upgrade on the production EBS database RAC from OEL 7 version 4.1.12-124.68.3.el7uek.x86_64 to 4.1.12-124.68.3.1.el7uek.x86_64.
