'FRM-40831: Cannot set value of parameter INCIDENT_TIME_ZONE_ID in DEFAULT parameter list: invalid value specified' Error When Openning a Service Request (Doc ID 3041492.1)

Symptoms

When attempting to open a service request in Service Request form, the following error is shown:

FRM-40831: Cannot set value of parameter INCIDENT_TIME_ZONE_ID in DEFAULT parameter list: invalid value specified

When querying the service request in Find Service Request form, the following error is shown:

FRM-40831: Truncation occured: value too long for field INCIDENT_ONE_TIMEZONE_ID

When querying the service request from HTML Contact Center, Service request page opens with following error message:

oracle.jbo.domain.GenericDomainException: JBO-25028: Number.intValue Creation Error :java.sql.SQLException: Overflow Exception


The issue can be reproduced at will with the following steps:
1. Log in with Service responsibility.
2. Open Service Request form.
3. Query for service request number.
