Symptoms

Unable to create or update PO in buyer work center as create drop down is missing in the page


The issue can be reproduced at will with the following steps:
1. Login to Purchasing responsibility
2. Navigate to Buyer work center
3. Click on Orders section
4. Observe Create drop down is missing
