On : 12.2 version, Order Management
When attempting to use OE_ORDER_PUB.Process_Order API to create/update orders
the following error occurs.

FND_AS_UNEXPECTED_ERROR PKG_NAME OE_Delayed_Requests_PVT PROCEDURE_NAME LOGREQUEST ERROR_TEXT ORA-06502: PL/SQL: numeric or value error: NULL index table key value
STEPS

The issue can be reproduced at will with the following steps:
1. create a package to call OE_ORDER_PUB.Process_Order API
2. try to create /update an order
3. see the error
