Requisition Import errors - "Charge Account Is Invalid" (Doc ID 3044462.1)

Symptoms

When attempting to import requisitions using Requisition.Import,
the following error occurs.

ERROR
-----------------------

"Charge account is invalid
 Cause: The charge account that you entered is invalid.
 Action: Enter a valid charge account. "

The issue can be reproduced as below:

1. Populate the interface table data
2. Run requisition import from Purchasing responsibility
