Symptoms

Users with responsibility assigned to Intragovernmental (IGT) Performance Viewer role, have options to create reference performance and add attachments.

STEPS 

1. Navigate to User Management responsibility -> Roles & Role Inheritance.
2. Assign IGT Performance Viewer role (UMX|IGT_PERFORMANCE_VIEWER) to any seeded or customer responsibility.
3. Navigate to the Responsibility to which IGT Performance Viewer role was assigned and go to Buyer Work Center -> Awards -> Performance -> IGT Performance.
4. Select any 'Delivered/Performed' performance or 'Received/Accepted' performance.
5. 'Select Performance' dropdown list shows 'Create Reference Performance' or 'Create Adjustment Performance' options.
