Min-Max Planning Report Creates Duplicate Requisitions

Symptoms
Min-max planning report creates duplicate Requisitions, which in turn creates duplicate Supply.
Because of this over-created supply, Planning and Inventory teams spend more time on cancelling the unwanted requisitions.
There should be no Duplicate Requisitions.
The issue can be reproduced at will with the following steps:
1. Go to Inventory responsibility
2. Go to View -> Requests and run the Concurrent program "Min-max planning report".
3. Check for the duplicate Requisitions.
