E-Mail Notifications Failing for Some Users With Error javax.mail.SendFailedException: 550 5.7.1 Unable to relay (Doc ID 304582.1)

Notification emails failing for only some of the users. 

The error notification that is received by the Workflow Administrator will look like this if the failed notification is for OTL. 

The error will vary if the issue is with other modules - but the Error Message 2006 will be the same. 

"Workflow Errors:
HXCEMP (Oracle Time and Labor), Failed Activity: Timecard Approval, Activity Type: Notice, Error Name:
WFMLRSND_FAILED, Error Message: 2006: Could not send notification (status
'Error').

This is happening on notices and requests for approval. It is happening to only some users, other users receive the email notification just fine.

Verified the issue by the log file.
