Generate Field Service Trips Concurrent Program Is Creating Incorrect Address For Resource When The Address Setup Is not Complete (Doc ID 3046172.1)

Symptoms

When there is no resource address defined in the system for a particular resource, when the 'Generate Field Service Trips' concurrent program is run, an incorrect address is created in hz_locations with only country populated as 'Iran'.

The issue can be reproduced with following steps:
1. Log in with Field Service Manager responsibility.
2. Run the Generate Field Service Trips for an engineer who does not have any any address defined in Resource Addresses and Subinventories page.
