The Access Level Defaults to Private Only When New RFQ Template Created From The Buyer Work Center (Doc ID 3046203.1)

Symptoms

While creating a new Request for Quotation (RFQ) template from the Buyer Work Center, the access level defaults to private only; however, when the same RFQ template is created from Sourcing Super User Responsibilities, both public and private options are available.
The user expects to make the RFQ template public and global from buyer work center web pages so that all buyer communities can use the same RFQ template.

 
The issue can be reproduced at will with the following steps:
1. Login to Purchasing Responsibility
2. Go to Buyer Work Center >Negotiation
3. RFQ template
4. Create a new RFQ Template 
5. The access level defaults to 'Private'
