Audit Trail Report Pulls Entire PER_TIME_PERIODS Data Though Date Parameters Given

Symptoms
Observed that, Audit Trail report is pulling entire data, though date range is given.
The issue can be reproduced at will with the following steps:
1. Login to "System Administrator" responsibility.
2. Navigate to Security -> AuditTrail -> Audit Trail Reporting -> Audit Report.
3. Select the functional group and the table as PER_TIME_PERIODS.
4. DONOT enter any From Date or To Date
5. Submit the report.
6. Observe that the changes made on the table in the last month alone is getting pulled.
7. Now, re-run the report by entering specific From Date and leaving the To Date blank.
8. Observe that all the changes in the past are getting pulled.
9. Again, re-run the report by entering From Date and To Date parameter greater or equal to current system date.
10. Observe that all the changes in the past are getting pulled.
