R12 :GL:Error When Create Cross Validation Rule ORA-1400 (Doc ID 3046982.1)

Symptoms

When attempting to add elements to an existing cross validation rule,
the following error occurs.

ORA-01400: cannot insert NULL into ("APPLSYS"."FND_FLEX_VALIDATION_RULE_LINES"."RULE_LINE_ID")

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Select System Administrator responsibility
2. Go to Application -> Flexfield -> Key -> CrossValidation
3. Query by:
Applicaiton: General Ledger
Flexfield Title: XXXXXX
Structure: XXXXXX
4. Enter the following information
5. Add elements to an existing cross validation rule,
6. While saving the same, It fails with the above error.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create new cross validation rule.
