Notify Requestor On Order Creation And Approval Notifications are not being sent.

iProcurement Profile option 'POR: Notify Requestor On Order Creation And Approval' is set per <Note 2222544.1> to enable the sending of notification to requester when the associated PO is created or approved.

Upon the submission of the requisition and following PO creation and approval, Workflow Errors related to the Business events oracle.apps.po.event.pdoi_po_created and oracle.apps.po.event.po_approved occur which causes the FYI notification to the requester not to be sent.

The workflow errors at the activity RECEIVE_NOTIFY_REQUESTER_EVENT implemented in the business event as follows:

Steps to Reproduce:

 1. In iProcurement Responsibility, User creates and submit Requisition for approval
 2. Requisition is approved by approver
 3. Purchase Order is automatically created by CREATEPO process
 4. Requestor does not receive any FYI Notification about the creation/approval of that PO
