EBS Benefits Email Confirmation Report Not Showing Enrollments Which Were Elected in Life Event (Doc ID 3047625.1)

Symptoms

Benefits Confirmation Email is not showing enrollments for some plans after completing enrollment.

Employee adds Health Care FSA for $1000 (from Decline). All other enrollments show correctly, but the Health Care FSA is not showing.



Steps to Replicate:

The issue can be reproduced at will with the following steps:
1. Launch Open Enrollment
2. Go to Benefits Service Center and elect benefits for Health Care FSA (Which was defaulted into Waived at Open)
3. Run the "Benefits Confirmation And Summary Report Email" concurrent program
4. Review email that is output:
  - See Health Care FSA is missing
