Requisition Change Request Fails With 'Failure of Web Server bridge' Error (Doc ID 3048166.1)

Symptoms

In iProcurement, Requisition Change fails with the error below when performing any requisition change and clicking next:

  Failure of Web Server bridge:

  ___________________________________________________________________________
  No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.

Steps to Reproduce:
 1. In iProcurement responsibility > Requisitions > Requisitions
 2. Choose Requisition and click Change button
 3. Perform any changes (i.e.: Promise Date) and click next
 4. Cursor spins for 5-10 minutes
 5. Error occurs:
      Failure of Web Server bridge
      No Backend server available for connection timed out of 10 seconds or idempotent to set to OFF or method not idempotent
