Error encountered in remote method.java.lang.NoClassDefFoundError : oracle/apps/fnd/common/WebAppsContext During Generation Of SOAP Webservices

Symptoms
Customer is moved EBS 12.2.7 from Gen1 to Gen2 infrastructure and had the database upgraded from 12c to 19c.
EBS and SOA configuration completed successfully but when try to generate a web service eg. Workflow Worklist getting below error message.
The issue can be reproduced at will with the following steps:
1. Generate WebService
2. Exception 'oracle.apps.fnd.framework.OAException: Application: FND, Message Name: IREP_SOA_PROV_ACC_EXCEP. Tokens: EXC_MSG = oracle.apps.fnd.isg.mgmt.common.error.ISGManagementException: Error encountered in remote method.java.lang.NoClassDefFoundError : oracle/apps/fnd/common/WebAppsContext; ACTION = GENERATE; ' occurred when attempting to perform 'GENERATE'. Please view Log/Error details for more information.
Note:
If customer do not set in file isgagent.properties entries for ISG_GLOBAL_LOG and ISG_LOGGER=FILE and then from EBS Side go to Administration=>Configuration (Log and Audit Setup Details) and delete all setup from there, generate and deploy the webservice works fine.
On the other hand when setup the webservices from the same page (Log and Audit Setup Details) and trying to Generate the webservice same error is seen, when the ISG_GLOBAL_LOG and ISG_LOGGER=FILE are not set.
