System is not allowing to update VAT ID against the Spain supplier

ERROR
Tax Registration Number - Please enter a valid tax registration number.

Steps to Reproduce

The issue can be reproduced at will with the following steps:
1. Payables Super User >> Suppliers >> Entry
2. Query the Suppliers >> Tax Details
3. Click on create button for "Create Tax Registration Details"
4. Enter Tax Registration Number for Spain supplier.
   (Error: Please enter a valid tax registration number)
