Budget Lines Having Different Start Dates Are Not Updated Using PA_BUDGET_PUB.UPDATE_BUDGET API (Doc ID 3048982.1)

Symptoms

When there are budget lines with different start dates, not all budget lines are updated when using PA_BUDGET_PUB.UPDATE_BUDGET API (Application Programming Interface).
 
Steps to reproduce:
1. Using a projects responsibility
2. Attempt to update an Approved Cost budget using PA_BUDGET_PUB.UPDATE_BUDGET API

Changes

 Modified code in PA_BUDGET_PUB.UPDATE_BUDGET PROCEDURE so that temp_start_date holds budget start_date for each budget_line while processing and updating all budget_lines accordingly.
