Symptoms

Here issue where user unable to open Payment workbench

The issue can be reproduced at will with the following steps:
1. Navigate to System Administrator Responsibility
2. Application > Menu
3. For CE_SUPERUSER > Add the Payments Menu and Function Save

Now Navigate to
1. Cash Management responsibility
2. Payments > click on this Payments.

FRM-40734 internal error pl/sql error occurred
