Unable To See Stores In Iprocurement Responsibility Even Though ECC is Not Enabled (Doc ID 3049436.1)

Symptoms

The stores under iProcurement responsibility not appearing even though Oracle Enterprise Command Centers (ECC) is not enabled.
The user expects to view the stores created under iProcurement Responsibility. 

 
The issue can be reproduced at will with the following steps:
1. Login to iProcurement
2. Stores doesn't appear
3. The ECC page(IProcEIDHomePG) appears even though ECC is not enabled.
