Match Existing Configurations Not Working In Upgraded Instance 12.2.12 (Doc ID 3050120.1)

Symptoms

Upgraded from 12.2.4 to 12.2.12

Set "BOM: Match Existing Configurations" to Yes in the upgraded instance (12.2.12) and notice that a new configuration is created each time after running AutoCreate Configuration Items request instead of using the existing configuration.
The debug file shows the following message

check_config_match :: after bom_ato_configs_temp insert time : mm-dd-yyy hh:mm:ss
check_config_match :No data found

In the non-upgraded instance (12.2.4) the same configuration is used each time the same model is used and this is the expected behaviour.

 

STEPS TO REPRODUCE THE ISSUE
1. Set "BOM: Match Existing Configurations" to Yes
2. Create a sales order having 2 lines having the same model item
3. Configure both items in Configurator and progress it until AutoCreate Configuration Items step
4. Run "AutoCreate Configuration Items" request
5. New configuration is created for both lines
6. Expectation is to have the same configuration because "BOM: Match Existing Configurations" is set to Yes
