E-BI Publisher: BI Publisher Jobs Configured for FTP Delivery End in Problem Status with Error - Failed to change directory

Symptoms
BI Publisher reports were configured to deliver outputs to FTP destination in BI Publisher 11g. After Migrating the reports to OAS 6.4 , and configuring the FTP destination in new OAS server, the scheduled reports fail to deliver successfully.
BIPublisher.log file will show below error :

When testing the FTP configuration the test connection is successful.
Steps to replicate:
- Login to XMLP server
- Navigate to the migrated report , right click and click on schedule
- On the Output tab provide the delivery destination detail including directory path and file name
- Run the job once
- Go to Job history page to notice that delivery was not successful.
