E-BIP/OAP: Deployment Bi-security-login is Failed in Weblogic Console (Doc ID 3050332.1)

Symptoms

Deployment bi-security-login is Failed in weblogic console. Everything else of BIP works fine.

The issue can be reproduced at will with the following steps:

1. Start weblogic server.

2. Login to weblogic console.

3. Click Deployment to observe bi-security-login showing Failed.
