Unable to Receive Inter Org Transfer Shipment Due to Ship To Org Showing Different in Shipment Header and Shipment Lines (Doc ID 3050657.1)

Symptoms

For Inter-Org shipment number,unable to perform receiving for few items as ship to organization at rcv_shipment_headers is different than the ship to organization in rcv_shipment_lines.

The issue can be reproduced at will with the following steps:
1.Create Inter org transfer for multiple items from org A to org B
(N) Manufacturing and Distribution Manager -> Transactions -> Inter-Organization Transfer
2.Once transaction is done,try to perform receiving in org B but unable to find the shipment number in the receipt form with error as "FRM-40212:Invalid value for field SHIPMENT_NUM"
3.Then observe in the rcv_shipment_headers and rcv_shipment_lines tables for the corresponding shipment that the ship to org is different at header and line level and hence couldn't perform the receiving and the shipment line status code is still "EXPECTED".
