Offer In Status Terminated Is Applied To Claim Association Due To Pay Over Earnings Enabled

Symptoms
The offer status is Terminated and end dated, but was still able to be associated to claim associate earnings. This increased the offer paid amount for the terminated offer.
Steps
1. Trade Management User > Claims,
2. Create claim and able to add the Terminated (and end dated) offer to the claim promotional tab.
3. Settle claim and see that the Offer paid amount increased as pay over earnings is enabled. This is not expected for Terminated offers.
