Symptoms
When trying to raise Purchase Orders in Buyer Work Center(BWC), the system gives the following error message:
ERROR
Please enter a valid email address. If you are using multiple email addresses, please ensure that the email addresses are separated using a \"comma(,)\".

The issue can be reproduced at will with the following steps:
1. Login to Purchasing Responsibility
2. Go to Buyer Work Center
3. Then Go to Orders > Create a Purchase Order
4. Submit the PO for approval
