Using Learner Self-Service Responsibilty User Is Unable To Subscribe to a Certification Using Generated Hyperlink As Subscribe Button Is Not Present When "Prevent From Unsubscribing" Is Set to Yes at Certification Level (Doc ID 3053377.1)

Symptoms

When a certification is created with ‘Prevent from Unsubscribing’ set to ‘Yes’ and learner login using the generated hyperlink, the Subscribe icon is not present.
 
Expected for the learner to see the Subscribe icon irrespective of the option Prevent from Unsubscribing at the Certification level.

Note: User is testing functionality Send Hyperlink to Learners to Directly Access the Subscription Page from note Oracle Learning Management Release Notes for Release 12.2.14 (Doc ID 3021189.1)
Functionality description as below:

As a learning administrator, you can now generate a hyperlink for a learning certification and learning path. You can send this hyperlink to learners so that they can directly access the Subscription page and subscribe to a learning certification or learning path.

The issue can be reproduced at will with the following steps:

1. (N) Learning Management Administrator responsibility -> Catalog -> Create a Certification with ‘Prevent from Unsubscribing’ set to ‘No’ -> Click on Generate Hyperlink.
2. Copy hyperlink and send it to learner.
3. Log in as a user/learner using the  generated hyperlink -> Learner Home page is open -> notice that the Subscribe icon is present.
4. Using same steps as above this time Learner Administrator create a Certification with ‘Prevent from Unsubscribing’ set to ‘Yes’ > Click on Generate Hyperlink.
5. Copy hyperlink and log in as a user/learner using the hyperlink -> Learner Home page is open -> the Subscribe icon is not present.
