OEXOETEL.pll is failed to compile

Run ADADMIN,
The following Oracle Forms objects did not generate successfully: au resource OEXOETEL.pll

Manually compile the library got OEXOETEL.err:
Compilation errors on OE_REL_ITEMS:
PL/SQL ERROR 201 at line 67, column 40
identifier 'INTERNAL_ORDER_ENABLED_FLAG' must be declared
PL/SQL ERROR 0 at line 62, column 7
SQL Statement ignored

Failed to generate library.

FRM-30312: Failed to compile the library.


The issue can be reproduced at will with the following steps:
1. run adadmin
2. Compile objects
3. Try to compile the library manually
