Symptoms

 PA Budget Lines form (PAXBUEBU) allows to enter an amount in a Closed period

Navigation:

Budgets > search for Project Budget > Details > Budget Lines

Changes

Currently the user can enter an amount in any period, regardless of its status.
A transfer to GL result in an encumbrance entry in a closed GL period with a net accounting effect.

Expectation is to freeze the columns for closed periods so the users can no longer enter amounts in closed periods.
