Symptoms

When querying an upgraded supplier from 11i, encountering the following error in the Update Address window:

Value PR For The Flexfield Segment State Does Not Exist In The Value Set HZ_US_STATE

Steps to Reproduce
===================
1. Responsibility: Payables Manager
2. Navigation: Suppliers-Entry
3. In the Supplier Name field, enter an upgraded supplier from 11i, click GO
4. Click the Address Book link on the left
5. Click the Update pencil for the site
6. The Update Address window shows the error.
