Symptoms
When applying hrglobal.drv, following error occurs.
Uploading from the data file /xxx/EBSapps/appl/pay/12.0.0/patch/115/import/US/loc_mx/paymxfffunctions.ldt
Altering database NLS_LANGUAGE environment to AMERICAN
Dumping from LCT/LDT files (/xxx/EBSapps/appl/ff/12.0.0/patch/115/import/fffunction.lct(120.3.12020000.8), /xxx/EBSapps/appl/pay/12.0.0/patch/115/import/US/loc_mx/paymxfffunctions.ldt) to staging tables
Dumping LCT file /xxx/EBSapps/appl/ff/12.0.0/patch/115/import/fffunction.lct(120.3.12020000.8) into FND_SEED_STAGE_CONFIG
Dumping LDT file /xxx/EBSapps/appl/pay/12.0.0/patch/115/import/US/loc_mx/paymxfffunctions.ldt into FND_SEED_STAGE_ENTITY
Dumped the batch (FUNCTIONS MX CALCULATE_ISR_TAX , FUNCTION_CONTEXT_USAGES 3 PAYROLL_ID ) into FND_SEED_STAGE_ENTITY

The issue can be reproduced at will with the following steps:
- Select Mexico Payroll in DataInstall menu.
- Apply hrglobal.drv.
- Worker job fails loading paymxfffunctions.ldt.
