Symptoms
When attempting to view record history at check header level in payment workbench,
following error message is observed :

The issue can be reproduced at will using following steps:
1. Navigate to the Payables Responsibility
2. Go to Payment Workbench
3. Query the payment
4. Go to menu option Help > Record History
5. Error message can be observed
