Goal

Certain cost centres have approval groups assigned to them via post approval
group rules. There is also a requirement that if the cost centre isn't
explicitly governed by a rule, then a specific person should be populated as the
post approval group.

For example, if the cost centre was 30400 it is not covered by
another CC rule then it has to direct to an special exception approver.
