Create Accounting Is Running Long and Completes Without an Output after Database Upgrade (Doc ID 3054399.1)

Symptoms

Create Accounting is taking 6 hours to complete for only 1 invoice and is missing its Output after database upgrade.

Log file shows the following error in Post-Processing section:

Post-processing of request XXXXXXXX failed at DD-MON-YYYY HH:MM:SS with the error message:
The Output Post-processor is running but has not picked up this request.
No further attempts will be made to post-process this request, and the request will be marked with Warning status.

Output Post Processor (OPP) log file shows the following error for the Create Accounting request_id and specific timestamp:

[UNEXPECTED] [1110516:RTXXXXXXXX] java.io.IOException: Permission denied
at java.io.UnixFileSystem.createFileExclusively(Native Method)
at java.io.File.createNewFile(File.java:1017)
at oracle.apps.fnd.cp.opp.OPPRequestThread.lockRequest(OPPRequestThread.java:290)
at oracle.apps.fnd.cp.opp.OPPRequestThread.run(OPPRequestThread.java:126)


The issue can be reproduced at will with the following steps:
Responsibility: Receivables Manager
Navigation: Menu > View > Requests > Submit a New Request... > Single Request
1. Select from LOV > Create Accounting program
2. Provide the parameters > Submit

 Database upgrade to 19C
