While accessing the Payroll ECC dashboard page, getting the following error

 
ERROR
-----------------------
You are not authorized to access the function PAY_ECC_DASHBOARD. Please contact your System Administrator.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Run the concurrent "Payroll ECC Data Load" with "Full Load" for all Payrolls

2. Assigned Function "Payroll command center" to the HRMS Global responsibility.

3.Try to access ECC payroll , getting error
