Symptoms

Retro for House Rent Allowance calculated double when salary is updated in mid-month.

The issue can be reproduced at will with the following steps:

1. Navigate to HRMS Manager > People > Enter and Maintain > Assignment > Salary
2. Update the salary in mid-month
3. Run Payroll
4. Check SOE
