G-Invoicing: Admin Modification Servicing Agency POC (Point of Contact) Name Can Be Updated Throught G-Invoincg But EBS Admin Mod It Is Not Allowed (Doc ID 3054803.1)

When Admin modification is initiated in G-Invoicing, it is allowed to change the servicing agency POC (Point of Contact) name, email , phone and fax but if admin mod is initiated in EBS the system doesn't allow to change the servicing agency POC name. It is allowed to change only, phone, email and fax.

Like G-Invoicing, In EBS also system should allow to change the servicing agency POC name when Admin Mod initiated through EBS.

Steps to Reproduce:
(1) Using a Projects Superuser Responsibility, Initial Admin Modification
(2) Change Agency POC Name
(3) Does not allow change
