When Primary Onhand Quantity Goes To Zero And Secondary Quantity Remains, System Doesn't Auto-create The Residual Transaction

Symptoms
The Residual Issue Transaction doesn't auto-create, despite of the primary onhand quantities are out of store. Ideally if the primary onhand quantity goes to zero and secondary quantity remains, then system should auto-generate Residual Issue Transactions.
The issue can be reproduced at will with the following steps:
- Navigate to Inventory (R) => Transactions => Miscellaneous Transaction
- Create Miscellaneous Issue transaction with Primary UOM (say KG) and Secondary UOM (say CAY)
- Now create Miscellaneous receipt transaction same UOM
- Will notice that system did not create residual issue transaction and onhand became zero (Both primary and secondary UOM)
