When Primary Onhand Quantity Goes To Zero And Secondary Quantity Remains, System Doesn't Auto-create The Residual Transaction (Doc ID 3054852.1)

Symptoms

The Residual Issue Transaction doesn't auto-create, despite of the primary onhand quantities are out of store. Ideally if the primary onhand quantity goes to zero and secondary quantity remains, then system should auto-generate Residual Issue Transactions.

The issue can be reproduced at will with the following steps:

1. Navigate to Inventory (R) => Transactions => Miscellaneous Transaction
2. Create Miscellaneous Issue transaction with Primary UOM (say KG) and Secondary UOM (say CAY)
3. Now create Miscellaneous receipt transaction same UOM
4. Will notice that system did not create residual issue transaction and onhand became zero (Both primary and secondary UOM)
