G-Invoicing: Intragovernmental Performance Interface Program Errors When Initiated From the G-Invoicing Command Center and Log Shows 'Server returned responseCode: 403 and responseMessage Forbidden' (Doc ID 3055117.1)

Symptoms

When the 'Intragovernmental Performance Interface Program' is initiated from the G-Invoicing Command Center, the below error is shown in the log:

However, when manually running the same program through the Submit Request form, it completes successfully without any error.

Steps
=====
1. Navigate to a Projects responsibility > G-Invoicing Command Center and scroll down to Orders.

2. Select an Order on the list and click the 3 dots (...) to view Performance Obligations.

3. Under Line Schedules, select checkbox and Submit Delivery Performance and click Go.

4. Under Header, enter Preparer Phone, Date and Accounting Period.
    Then scroll down to Submit Delivery Performance.

5. Under Submit Delivery Performance, check Order number box and under Performance Indicator, select Partial Performance and Submit.
    The "Intragovernmental Performance Interface Program" is automatically initiated, and the below error is shown in the log file:

      'Server returned responseCode: 403 and responseMessage Forbidden'
