When attempting to search for Revenue the following error occurs.

FRM-40735: WHEN-NEW-RECORD-INSTANCE trigger raised unhandled exception ORA-01403

The issue can be reproduced at will with the following steps:

1. Navigate to Projects responsibility
2. Billing > Revenue Review form > Query for the Project where no Draft Revenue exists
3. Retest the issue.
